Rajvinder Singh Bhatti is a 1990-batch Indian Police Service (IPS) officer of the Bihar cadre. From September 1, 2024, he is serving as the Director General of the Central Industrial Security Force (CISF) in India.

Bhatti was born on 27 September 1965 in Jamrai village in Tarn Taran district of Punjab, India. He hails from a Sikh family and his son-in-law Maninder Singh is a Punjab cadre IPS officer, currently serving as ACP in Amritsar.

Expert in Solving Kidnapping Cases
In the 1990s, Rajwinder Singh Bhatti was a young IPS officer serving as the Superintendent of Police in Gopalganj. During that time, he was on leave at his home in Chandigarh when a doctor’s son was kidnapped in Chapra.
The incident led to public outrage – doctors went on strike, leaving people without access to medical services, and opposition parties launched protests.
To deal with the crisis, the then Chief Minister Lalu Prasad Yadav gave Bhatti the responsibility of rescuing the child. A special government plane was sent to bring him back from Chandigarh to Patna.
Back in Bihar, Bhatti immediately launched an operation. Within a week, his team successfully rescued the child from Mirzapur in Uttar Pradesh.
This was one of the many cases he solved. Bhatti became the go-to officer for kidnapping cases in the state and he consistently managed to solve them successfully.
